Actually, anyone who wants one can register a .com, .net, .org or any of
the new (.biz, .info, etc) gTLDs (g standing for "global" or "generic",
depending on who you ask.) The only gTLDs reserved for the US are .mil,
.edu and .gov. This is an artifact of the days when the Internet was
run by the US Government and was primarily composed of governement,
military and university nodes. There is also a .int for international
organizations like NATO (nato.int).

Not necessarily. BMW owns bmw.com, and is headquartered in Munich,
Germany. The BBC owns bbc.com, even though they primarily use bbc.co.uk.
The uk.com domain is owned by a British company called CentralNIC who
specializes in selling 3rd level domains of the form foo.ccTLD.com,
as in "foo.uk.com" and "bar.us.com".
